DCF (CT) Connecticut Department of Children and Families Department responsible for handling abuse and neglect issues, mental health issues, juvenile crime; licensing agency for therapeutic group homes
DCF (MA) Department of Children and Families (formerly Department of Social Services) Department responsible for handling abuse and neglect issues
DESE Department of Elementary and Secondary Education School licensing agency
DMH Department of Mental Health Department responsible for handling mental health issues
DYS Department of Youth Services Department responsible for handling juvenile crime issues
EEC Department of Early Education and Care Licensing agency for residential programs, foster care and after school programs; investigates allegations of abuse/neglect as well as any reports of non-compliance with regulatory issues
EOHHS Executive Office of Health and Human Services State agency that oversees DMH, DYS, DCF and DESE
IEP Individualized education plan LEAs must write these plans for students with special needs or learning problems; students must have a .5 IEP to attend TCS
IHT In-Home Therapy IHT services provide intensive therapy for a child and family to treat the child’s behavioral health needs and help the family support the child in the home. Formerly known as FST (Family Stabilization Team).
ITP Individual Treatment Plan Plan that guides the services provided each specific client; may also be known as a program-specific treatment plan (PSTP)
LEA Local Educational Agency Local school or school district who refers and funds a student to attend TCS
MAPP Massachusetts Approach to Partnerships in Parenting Required training for all Massachusetts foster and adoptive parents
MBHP Massachusetts Behavioral Health Partnership Manages the state’s Medicaid system in relation to case management and mental health services
PEM Psychoeducational model The model we train our residential staff and foster parents to, in order to provide them with a set of skills to consistently, effectively, and safely respond to client behaviors, which are often challenging.
RFR Request for Responses A request issued by a purchasing agency for responses relating to service that is needed. The provider’s response must address specific issues relating to the service as outlined by the purchaser. The response is graded by the purchaser via a committee.

Contract Agreement with a state agency to provide specific services to a specific population at a specific rate.
Non-contracted beds/slots Beds or slots that are not spoken for as part of a contract and thus available to other state agencies on a fee-for-service basis; such beds may make up a portion of beds within a program that also includes contracted beds, or an entire program.
Rate Agreement Agreement with a purchaser as to a specific rate for a specific service with no guarantee of a specific number of clients to be served.
